What are the CAQ's Objectives in Offering Educational Material to International Firms?
The Center for Audit Quality is an audit quality center for firms that audit or are interested in auditing public companies. The CAQs purpose is to promote high quality public company audits through enactment of programs and execution of activities to implement the new regulatory environment under the SEC and PCAOB.
There is a growing population of foreign firms that are registering with the PCAOB and are based in countries around the world. Some of the countries represented include Canada, United Kingdom, Australia, Hong Kong, France, Germany, and India.
There is also a large population of foreign companies that are registered and reporting to the SEC.
With the growing numbers of SEC foreign registrants and PCAOB foreign registered firms, the CAQ believes that providing access to information on the latest developments in public company auditing and to provide resources as firms practice before the SEC and PCAOB is beneficial for all stakeholders involved. Even with the SEC's deferral date of Section 404 compliance for foreign private issuers, the time is quickly approaching for both foreign companies and their external auditors to begin SOX 404 implementation and compliance to ensure that quality work is performed by all parties.
The CAQ can be a foundation and a resource for the information that foreign firms need in order to assist them in further enhancing audit quality. The existence of the CAQ is particularly important given the many issues facing accounting firms as they practice before the SEC and PCAOB.
The CAQ is governed by an Executive Committee that establishes general policies of the CAQ and oversees its activities. The Executive Committee is also responsible for the establishment and requirements of this International Firm Access and all activities that the CAQ undergoes.
